Add automated rtraw storage audit

Add a testable rtraw HDF5 audit with stable-file sampling, strict anomaly reporting, atomic reports, and coverage for storage/tag edge cases. Wire it into opt-in Make targets with locking, logs, dependency documentation, and a real-run smoke path.
