Add Tl208 in workflow

Dou Wei requested to merge tl208_v1 into master
  1. Add target of tl208 in Makefile without changing Nd150 gen.
  2. modify the command in target:coeff.h5.
  3. Add necessary Tl208.mac in macro for sim.
